Filipinos working, studying, or living abroad often need access to official civil registry documents issued by the Philippine Statistics Authority (PSA). Whether it is for immigration, dual citizenship, legal matters, or visa applications, getting a copy of a PSA birth certificate, marriage certificate, death certificate, CENOMAR, or CENODEATH is an essential step in many transactions.
Naturally, a common question we receive is: Can PSAHelpline.ph deliver PSA certificates abroad?
As of now, the answer is no. PSAHelpline.ph only delivers PSA certificates to addresses within the Philippines. However, if you are currently residing overseas, you can still place an order through PSA online and have your documents delivered to a trusted recipient back home.
Here’s everything you need to know.
Why PSAHelpline.ph Does Not Offer International Delivery
We understand how important convenience is, especially for overseas Filipinos who cannot easily access a PSA outlet. While international delivery seems ideal, it involves significant challenges that affect the safety and security of your documents:
- Customs regulations and postal restrictions differ by country, which can delay or reject shipments.
- High risk of loss, delay, or mishandling during international transit.
- Compliance with data privacy and security laws must be ensured when delivering sensitive personal documents like PSA certificates.
For these reasons, PSAHelpline.ph limits delivery to local addresses where we can fully guarantee secure, timely, and traceable delivery through accredited courier services.
What You Can Do If You Live Abroad and Need a Copy of Your PSA Certificate
Even if you are based outside the Philippines, you can still request a PSA certificate online at PSAHelpline.ph. The system allows you to order vital documents, and instead of receiving it personally, you can authorize a trusted individual in the Philippines to receive the document on your behalf.
This person does not need to be a family member, and there are no restrictions based on the type of document requested if you provide the necessary documentary requirements to prove your consent and identity.
Two Ways to Have Your PSA Certificate Ordered and Delivered While You Are Abroad
If you live overseas and need a PSA certificate, there are two options available through PSAHelpline.ph:
Option 1: Have a Parent or Child in the Philippines to Order for You
If you have a parent or child (of legal age) residing in the Philippines, they can request your PSA certificate on your behalf. Here’s how it works:
- Your parent or child of legal age simply needs to visit PSAHelpline.ph, choose the type of document you need, and fill out the order form.
- Once the order is placed and paid for, the document will be delivered directly to their address in the Philippines.
- From there, your family member can send the PSA certificate to you via international courier or through balikbayan boxes, depending on your urgency and preferred method.
This is the easiest and fastest way to receive your document if you have a qualified next of kin in the Philippines.
Option 2: Order the Certificate Yourself and Authorize Someone to Receive It
If you do not have a parent or child in the Philippines who can place the order for you, you may still request the document yourself through PSAHelpline.ph and assign any trusted recipient to receive the delivery.

There are three ways to assign an authorized person:

- Click the Customer Service button on the website to redirect you to the Customer Service portal. Look for the Authorized Person to Receive section and click on the “Assign Authorized Person to Receive” button.
Please prepare to upload your valid ID and to supply the following information of the authorized person to receive the document.
- Complete name that matches the name reflected on the valid ID of the Authorized Person to Receive
- Birthday (Reminder: Minors are not allowed)
Upon successful validation of your uploaded ID and the information of the authorized person, a message will be displayed. The authorized person will be reflected in the viewable record in the Customer Service portal.
